Municipal governments in British Columbia operate within a provincial legislative framework, principally the Community Charter and the Local Government Act. Core municipal responsibilities include local infrastructure and utilities; roads and transportation; water, sewer, drainage and stormwater; public safety, fire protection, policing and bylaw services; land-use planning, zoning, development approvals, permitting and inspections; and parks, recreation, public facilities, emergency management and capital project delivery.

This assessment does not grade the quality of municipal service or the performance of municipal staff. A service-quality assessment would require standardized indicators the region does not currently produce. What it examines is how councils used municipal time, budget, staff direction, public assets and policy attention during the term, and whether that attention aligned with municipal authority.

The Chamber states its position carefully here. Complex community issues like housing affordability, homelessness, mental health, addictions, food security, access to health care affect residents, workers and employers directly, and municipalities cannot ignore them. There are legitimate circumstances in which a municipality chooses to act beyond its traditional role in response to genuine community need. The concern is narrower and financial: without a cost-sharing agreement, local taxpayers may end up funding services already financed through provincial or federal taxation, paying twice for the same service.
